EPFO Wage Ceiling Revised to ₹25,000

1. What is the revised EPFO wage ceiling?

The statutory wage ceiling for mandatory EPF/EPS/EDLI coverage has been increased from ₹15,000 to ₹25,000 per month, with effect from 17 September 2026.

2. Who will come under mandatory EPFO coverage because of this change?

Employees whose applicable EPF wages are above ₹15,000 and up to ₹25,000 per month, and who satisfy the applicable statutory conditions, will come within the expanded mandatory coverage. The revision is estimated to bring more than 51 lakh additional employees under EPFO coverage.

3. Does the ₹25,000 ceiling mean PF must be calculated on the employee's entire gross salary?

No. The ₹25,000 ceiling is not the same as gross salary. PF is determined with reference to the applicable statutory definition of wages and PF contribution provisions. The document specifically clarifies that gross salary is not automatically the PF wage.

4. What happens to an existing employee earning ₹20,000 who was previously excluded from PF?

From 17 September 2026, such an employee is required to become a member of EPF, EPS and EDLI, subject to the applicable statutory conditions. The employer must commence contributions from that date.

5. What happens to an existing EPF member who was not an EPS member and earns between ₹15,000 and ₹25,000?

The employee will become an EPS member from 17 September 2026. For example, on PF wages of ₹20,000, the employee contributes ₹2,400 towards EPF (12%), while the employer's 12% contribution is divided into 8.33% towards EPS and 3.67% towards EPF.

6. How should the September 2026 PF contribution be calculated?

September 2026 is a transition month. For existing employees, contribution has to be considered in two periods:

  • 1–16 September: earlier ₹15,000 ceiling applies.
  • 17–30 September: revised ₹25,000 ceiling applies.

The employer should calculate the applicable proportionate wages for the two periods and report them through the September ECR.

7. Does the employer need to file two ECRs for September 2026?

No. Only one ECR is to be filed for September 2026, incorporating the contribution calculations for the two applicable wage-ceiling periods. The September ECR is ordinarily due by 15 October 2026.

8. What if the additional employee PF contribution cannot be deducted from September salary?

The employer may defer recovery of the employee's share to the next payroll cycle for salary/take-home computation, without seeking prior approval from the Inspector-cum-Facilitator. However, the full September contribution must still be reported and remitted through the September ECR within the prescribed timeline.

9. Will the employer's cost increase because of the revised ceiling?

Where PF contributions are now required on a higher applicable wage, the employer's statutory contribution will increase correspondingly. For example, at PF wages of ₹20,000, the employer's 12% contribution is ₹2,400, comprising approximately ₹1,666 towards EPS and ₹734 towards EPF.

10. What should employers do immediately?

Employers should:

  • Identify employees in the ₹15,000–₹25,000 wage band.
  • Identify existing members whose contribution was restricted to ₹15,000.
  • Identify newly covered employees from 17 September 2026.
  • Review the statutory wage components used for PF.
  • Rework September 2026 contributions for the two periods.
  • Ensure the September ECR correctly reflects the revised provisions.
  • Review EPS eligibility.
  • Update payroll/HR systems.
  • Review contractor compliance.
  • Maintain an audit trail of the changes and calculations.
